Can I make gifts that are not subject to the annual exclusion amount and that do not impact my lifetime exclusion amount?

If you make a gift as a political contribution, or for tuition or medical expenses, these transfers are not considered gifts subject to the annual or lifetime exclusion amounts. If transfers are made to an individual for these purposes, or on behalf of another individual, they will not be counted as part of the annual exclusion amount.
