Bill is a partner at MacDonald Illig whose practice includes both complex litigation and business transactions. He represents businesses, organizations, and government authorities. Bill works with clients to resolve disputes, navigate regulatory requirements, and structure business deals that support long-term growth.

Experience and Professional Background
In January 2022, Bill was appointed Solicitor for Erie County and served the County in that role until January 2026.
Bill has significant experience handling complex federal government contract disputes. He has represented clients in matters involving federal contract awards before:

- Federal Boards of Contract Appeals
- Federal and state courts
In addition to his litigation work, Bill advises clients on a wide range of business and regulatory matters, including corporate compliance, business acquisitions, contract negotiations, and international trade issues.
Before joining MacDonald Illig, Bill practiced law in Washington, DC with the law firms Fried Frank and Arnold & Porter LLP. He also served as a professor in the legal writing department at George Washington University Law School. Later, he worked as senior in-house counsel for a global Fortune 250 human capital management company.
Military Service
Prior to his legal career, Bill served as an officer and pilot in the United States Air Force. He is a decorated veteran of multiple combat and humanitarian operations, including the Kosovo Campaign and operations in Iraq and Afghanistan.
